Noticed during maintainance, no rider injries.

This is a not-uncommon place for frames to break. Joints tend to be high-stress ares anyway, but the seat stays are loaded mainly in compression.
One theory is the seatpost pinch clamp is nearby and if the frame is brazed and then the pinch is closed, a bending load is applied to the stay and joint which tends to accelerate failures.
